Now is the time to start rethinking SAFe and move beyond the Feature Factory with Empowered Teams.
Many organizations adopt SAFe to scale agility, only to find themselves stuck in a Feature Factory. Product Management writes detailed Features upfront, hands them off to delivery teams, and measures success by output. The result? Busy teams, misaligned solutions, and products that miss the mark.
There’s a better way. You don’t need to abandon SAFe entirely. Simply replace the discovery portion (the upfront writing of Features) with the Product Operating Model’s empowered team concept.
The Shift
In traditional SAFe, detailed Features are defined upfront (with benefit hypotheses and acceptance criteria) and handed off to teams during PI Planning. Teams then break them down into User Stories and execute against these specifications with limited context or decision rights.
In the empowered team model, cross-functional product teams (Product Manager, Product Designer, and Engineers) own BOTH discovery and delivery. They are given a clear problem or opportunity (often framed as an Outcome or Objective) and the autonomy, resources, and accountability to solve it for customers and the business.
Why This Matters: Key Advantages
- Better Solutions: Teams deeply understand user problems through direct research, experimentation, and iteration instead of building from static Feature descriptions. They discover what should be built, not just how to build what was requested.
- Higher Ownership & Motivation: Teams feel true ownership. Engineers move from “ticket takers” to problem solvers, driving innovation and craftsmanship.
- Faster Value Delivery: Reduced handoffs and rework. Teams validate assumptions early with low-cost prototypes and small bets, killing bad ideas quickly and doubling down on winners.
- Improved Business Outcomes: Focus shifts from feature completion (outputs) to measurable results (customer satisfaction, revenue impact, retention). This aligns perfectly with SAFe’s emphasis on value streams.
- Sustainable Pace: Less waste from building the wrong thing. Teams operate with purpose and clarity.
This isn’t theory. Organizations blending SAFe’s execution excellence (PI Planning, ART syncs, DevOps practices) with empowered product teams see dramatically better results in both predictability and innovation. The case studies and business case data keeps rolling in.

Important clarification
This is a targeted evolution, not a wholesale replacement. Keep SAFe’s proven scaling mechanisms for coordination, planning cadence, and program-level visibility. Simply upgrade how you feed work into the system.
The most successful SAFe implementations treat the framework as a foundation, not a cage. Empowering teams in discovery is one of the highest-leverage changes you can make.
